Senate Pro-Tem: The Honorable Billy Hewes, elected first in 1992 from District 49, Harrison County, is currently the Chairman of the Highways & Transportation committee. He also serves on Business & Financial Institutions; Environmental Protection, Conservation & Water Resources; Finance; Insurance; Legislative Budget; Municipalities; Ports & Marine Resources and Public Utilities committees. Senator Hewes is the owner/agent of Billy Hewes Insurance Agency and a broker associate from Billy Hews Real Estate located in Gulfport. He is a graduate of the University of Southern Mississippi, Hattiesburg. Secretary of the Senate: Kevin Upchurch has served in various capacities during his tenure in state government. His professional experience includes service in both the Executive and Legislative branches of government. Currently serving as Deputy Executive Director for the Department of Finance and Administration, he has direct management & oversight of five of the fourteen offices within the department. Those offices include: the Office of Budget & Accounting, Office of the Budget & Fund Management, Bureau of Building, Grounds, & Real Property Management, Office of Fiscal Management, and the Office of Purchasing & Travel. Upchurch holds a Bachelor of Arts degree in Accounting and Management from Anderson University in Indiana. Bryant Picks Key Staff Chief of Staff: Joe Nosef recently completed his duties as Campaign Manager for the Governor's successful re-election campaign in 2007. Upon the Governor's inauguration in January of 2004, Governor Barbour appointed Nosef to serve as Chief Counsel. Nosef served in that position until November 2006, when the Governor named him Campaign Manager for his re-election campaign. He has practiced law in Jackson for over ten years. Nosef attended Ole Miss earning both an undergraduate degree and masters in accounting. He graduated from Ole Miss law school and also obtained an LL.M. degree in taxation from the University of Florida at Gainesville. Communications Director: Mick Bullock currently holds the position of Executive to State Auditor Phil Bryant where he has served for nearly four years. In that capacity, he works closely with state agencies, the Legislature, local governments and private entities on a daily basis. Bullock attended the University of Southern Mississippi, Hattiesburg with a degree in Communication and most recently completed his masters in management from Belhaven College, Jackson. Transition Update Since the election, Lt. Governor-elect Phil Bryant has been meeting with every Senator and listening to their concerns and needs for the new legislative session. This is a vital process as Bryant decides on particular committee chairman and committee assignments.
